Could you elaborate on the large LOD textures affecting other LOD textures, or link me some info? It sounds like a problem I can't ignore.
A recommendation though, the LOD textures should be much smaller. Small buildings like this should go for 128x128. Because of the way LODs work, having a building with a large LOD texture like this decreases the quality of all LOD textures. :)

About the level, i plop everything in normal gameplay so I don't pay much attention to level. So when I chose the template for import I wasn't thinking about that. I did notice during testing, but I couldn't figure out how to fix it without reimporting everything. I'll keep it in mind in the future. Please forgive my lazyness.
I'd also question the building level - is level 3 really appropriate? It might be what you're going for, but I'd think these would be lower-level, considering the quality of maintenance.
