I don't know how to do it with the command line but you can use the mission editor to spawn it. Just press esc, select mission editor, load the mission under the workshop tab, find the spawn location that is best for you and click test.

In that case everything should be fine. But to be clear this is a VTOL craft not meant for longer travel in the VTOL mode. Only for take off and landing. If you try to take to much control of it and try to make large adjustments rather than ffg ine ones, this may happen. Other that that, in my experience flying it, what you are experiencing should not be happening often.

gyro was on and i set the throttle to 0.63

Also make sure the gyro is on. Read the description for the full instructions.
