could also be a mod conflict tho, i have about 200 installed.

May I ask why you need this? Is there something wrong with the building?

I also checked and found the other 2 Iconian civics there (one of which is from-start-only, and the other requires the one in the screenshot).
So it seems STNH doesn't overwrite custom species/empire (which makes sense, unless there's only a finite number of slots and you have to pick one, but seeing as there's no mention of that on custom species/empire mods it seems unlikely), but the issue is STNH currently doesn't let you create a new species/empire, and converting an empire (most things except Logo) requires things like portrait IDs, which I have no idea how to find.
