Out of curiosity, is the honour separate within each faction? For example if I do a quest for the Empire that doesn't give me honour for other factions? Can a pawn could be a citizen of Empire A, a Count of Empire B and a yeoman of a different faction entirely, getting access to different amounts of permits from each? I understand if it's just that you're the same title in the eyes of every faction as there's probably some limitation in the way but if not that's pretty awesome.
In mod folder go to Defs -> FactionDefs and open Factions_(Mod Faction Name), go to Data -> Royalty -> Defs -> FactionDefs open Faction_Empire. Copy and paste to mod faction file <categoryTag>Empire</categoryTag>, <royalTitleTags><li>EmpireTitle</li</royalTitleTags> and <royalTitleInheritanceWorkerClass>...</royalTitleInheritanceRelations>, refer to Faction_Empire for lines arrangement. Add <li>Caravan_(Mod Faction Name)_TributeCollector</li> inside of caravanTraderKinds.
Go to mod folder, Defs -> TraderKindDefs and open TraderKinds_Caravan_(Mod Faction Name), go to Data -> Royalty -> Defs -> TraderKindDefs and open TraderKinds_Caravan_Empire. From bottom of the Empire file copy <TraderKindDef><defName>Empire_Caravan_TributeCollector</defName> ... </stockGenerators></TraderKindDef> and paste at the bottom of TraderKinds_Caravan_(Mod Faction Name). Change <requestable>False</requestable> to True and change <faction>Empire</faction> to <faction>(Mod Faction Name)</faction>
Changed faction has titles, bestowing ceremony, title related requirements, psycasts, getting honor from tribute collector. Not sure about randomly spawning tribute collector, you can call it as trader from comms console. Empire doesn't seem to mind psycasts use with mod faction titles (might be other mod conflict). Permits don't work and would need additional changes to make them work.

I use them all with Factions to Empire and so far it's working fine, I don't get errors during map generation.
Contrary to what the original author said about placing this mod after all faction (and race) mods, I actually placed it above them all (I have my mod list organized according to this guide: https://rwom.fandom.com/wiki/Mod_Order_Guide) .
That way I haven't encountered any issues so far, all my factions/races get recognized and those that I set to empire will be empires in game.
How many days do you have to wait for one of these factions to make contact?
I was not sure where to post this bug.
I can't get any royal favor from other factions.
