With Biotech, Almost all TerrainDef got a <pollutionOverlayTexturePath>, but the 2 roads seems to have been forgotten, so the pollution was not shows on them. I only fixed that.

Could you elaborate a bit on what this means?
This is just a mod that makes vanilla packed dirt build-able, right? Are you saying that, for the Biotech update, you changed packed dirt to now be visible on the pollution overlay? (If so, shouldn't this be mentioned in the mod description. After all, any comment can easily get buried below newer comments and then get overlooked or forgotten.)
If you want the sand be packable, you can patch it, watch my patch and reproduce for sand, easy ;)

The cell has under=null so it's not really a surprise I can't remove it. It would leave a hole in the world. (Placed packed dirt has under=soil).
Tillable Soil basically allows you to place soil anywhere, but I already patched that myself.
VGP Garden Tools has different levels of research to replace different grounds and requires a (cheap) resource to do so. Consequently it has 4 or 5 different defNames that need patching...
For your first issue, it's probably caused by another mod. Use debug mod to correct as Jovian Pug said.
For the use with mods, theses mods allow to build a copy of vanilla dirt. If theses copy are based on vanilla dirt, load my mod first is enough. if not, they need a patch to add the "PackableSoil"affordance.
If it's not (cheaty) mod who allow to build soils everywhere without any cost, I'm okay to make the patchs, only send mods links.
Also, I can't pack soil placed by other mods like VGP Garden Tools or Tillable Soil (both let you place vanilla dirt). How would I go about adding them to the packable list?

I looked your log file, but can't see which mod conflit with.
Have you tried to move my mod in your modlist?
Have you searched about PacketDirt in your mods folder?
If you only want to remove the dirt roads, maybe you can only use dev mod? (don't remember if it allow it)
When you subscribe a mod, you download the files in a Steam folder. So you can copy/paste them to the "manual instal" folder without issue if you need.
I am posting this note on every mod I use that doesn't have a obvious link already. As quite a few mods I like are made by the same authors, you might have gotten this on another mod you made. If so, I apologize. I am not attempting to spam, just to make sure that I don't miss any of the mods I want.
P.P.S Anyone who wants to complain to Steam to change this "feature" helps my cause. I realize that Steam is providing mod access for free, and can therefor set its rules the way it wants, but if it doesn't know how many people are even mildly annoyed by this, it doesn't have the data to properly judge if it is worth changing it's behavior.
I *like* this mod. I *use* this mod. I do not see a place to download it directly. If it does not offend your sense of loyalty to Steam (or any other senses, for that matter), would you please post a link so that I may download it for use even in offline mode?

Anyways I removed that packed dirt with debugmode and now I can use your glorious mod, thank you bro! :)
Please, check your others mods.
Looks like my guess was wrong, the other mod would have overwritten the vanilla packed dirt (or patch it), so my patch has been applied without issue.

If ever, another way to find the mod is to search and open all .xml files from your Rimworld Workshop folder with notepad++ or other, and make a "search in all" for "PackedDirt".
Ah well, I'll give it a try in my next savegame regardless, maybe i'll get lucky. I guess I'll probably just end up with a duplicate Packed Dirt and i'll have to figure out which is removeable and which isn't.

But if you find which mod add the packed dirt, it's not so hard to make a little patch.
Also, if I don't mistake, there is a mod who is made to tell you "from which mod this thing come", but I don't remember the name.
Is THIS the mod I need? Can I add your mod near the end of my modlist and my already-enabled Packed Dirt will become removeable? Or would that be wishful thinking?
If you patch correctly AB with my mod, and load it after AB, it's should be okay I think.
Another way would be to merge the 2 mods if it's really "weird mod interactions".
