Report a translation problem
First the legionary group in formation attacks and counter attacks with a smaller number of units on the front line which means the damage potential of each unit is 1 hit v 3 targets however often they strike (aproximation) so it can take as long as 3 times longer for a unit in formation to kill units out of formation.
So what to do?
I suggest increasing the Melee Attack/Defense stats and changing the attack animation to an arm thrust over top of the shield for a faster attack frequency. Coupled with disabling the formation when flanked or at less than 2/3 manpower.
By all historical accounts, Roman legionaries advanced *silently* on their enemies when they marched. It was one of the many examples of their iron discipline compared to the barbarian rabble they faced.
I don't mind that just a few units fight, it's more like a feature of the formation, that only legionaries with an opportunity to strike leave the formation shortly. I like that. But to conter the flaws in fighting performance, the formation should have the buffs mentioned in its description, which it doesn't. The stats are the same with or without the formation.
So please, fix this (buff the units like described)! Because your mod is so awesome, I hate that i can only use it for style reasons, with a huge combat drawback.

All that happens is longer lasting battles because there are just a few legionairs actually fighting while the rest cowers just feet away behind their shields. At least the whole first line should be in battle and occasionally fall back in line if they wander too far away. (if that is possible to mod at least)
I doublechecked by trying the mod with a clean vanilla install to make sure I didn't mess it up with another mod.
Specifically, I tested Hastati vs. Celctic Swords. In vanilla patch 15, The Celts beat the Hastati by a large margine. That doesn't change with this mod (in it's current form, as far as my tests go).
Complaining really is called for at all. Mod makers literally owe absolutely nothing to you. This mod could be removed in it's entirety in the next "update" and it wouldn't be amoral at all. No promise has been made, and there is no reasonable expectation that obligates a mod author (unless they have explicitely promised something). Neither am I trying to sound like a dick, but I really see no justification for the way you phrased your comment.

I really enjoy this mod, and would really appreciate it if it were updated, or at least confirmed to be working with the latest patch (with relatively few/minor bugs) :)
For example, romans aren't the only ones that get to use roman formation for some reason, in custom battles every single barbarian sword unit and use it as well for some reason.
Plus, Every time my romans go into Roman formation, they make that annoying "HWUAH" sound every two seconds.
Not asking for much, but a little attention to your own mod wouldn't hurt
