It's not *too* hard to get it to work yourself if you're able to get a beginner's understanding of EU4 modding since it's just editing text documents, as myself and I believe another person in the comments have done, but it can be a little funky at times. I've had to ask quite a few questions
I used a scripted trigger to check for subject types. Look for the is_fvn_subject trigger in fvn/common/scripted_triggers/VassalNation.txt. You can add new subject types there
There are templates for the decisions and events included with the mod files, they should make it relatively straightforward (at least I hope so) to add new decisions if you have some basic EU4 modding knowledge.

It technically works, but some of the decisions are fairly outdated and any new formable since 1.31 haven't been added yet

The Siberian Frontier colonies seem pretty inflexible, but the easiest way I could think off to get them to work is to add a small hidden event that fires for the subject when you form them into Kitara. In the new event the subject will be the ROOT tag, so they'll be the owner of the colonies instead of the overlord
There an option in the settings event that hides all the mods decisions, so make sure that isn't active.
If that's not it, it sounds like a flag is disabling the decisions. Could you open the console and type in "debug_mode" (without the quotation), that should show you which country flags you have when you hover the mouse over your own shield in the diplomacy tab. If you see "has_vassal_formation_event_flag" there, you can type "clr_country_flag has_vassal_formation_event_flag" in the console to remove it, which should fix the decisions. Also, if you see that flag I'd like to know which subjects you formed before the decisions disappeared so I can check whether this is a problem with the mod
I loaded a new game as uzbek and was able to form both the golden horde and yuan so I don't know why it just disappeared. I'm playing with a few mods if that does anything, like more monuments and subjects give monument buffs.
I'm planning on updating it eventually, but that probably won't happen any time soon. So it's not completely dead, but it's also not being worked on at the moment
It generally does work with client states, but the requirements for forming Jerusalem still apply, so you can only form them during the age of discovery or age of reformation
Thanks for the quick response and planned update, surprised no one else noticed this until now, I did some further testing and it even effects Norway and Sweden, guess people weren't playing Scandinavia with this mod haha
Will fix that with the next update, thanks for reporting. Until then, you could disable the mod, take the decision to form Scandinavia and then enable the mod again
I unified Scandinavia as Denmark and did the mission to remove the tech 20 requirement to form Scandinavia however the mod blocks this change from actually going through, yes I did check this multiple times
Sorry to bother you with this, thanks for the mod, it's a must have for me, the mechanic should easily be in the game

Unfortunately, I won't be making any submods in the near future. I haven't even added the 1.32 formables to this mod yet and making a new submod would be more work than I have time/motivation for at the moment
The mod hasn't been updated to 1.32 yet, so any nations added with that patch (i.e. Israel, Aksum, Zimbabwe, Kitara, Nubia, Somalia and Rozwi) won't work
The decision should work as long as you're playing with the vanilla map. Most mods that just add provinces without changing to much about the map should also work
Ok, I checked it and the decision for Arabia is working as intended. However, you need a subject with at least 15 provinces for it to show up
That's odd, I definitely added it and it did work. I'll look into it at some point, probably when I update the mod to 1.32
It should work with most mods that don't change subjects or the decisions for formable nations
