Just keep existing ones up to date
So the fix would be to change <Space_Tactical_Unit_Cap>200</Space_Tactical_Unit_Cap> to <Space_Tactical_Unit_Cap>300</Space_Tactical_Unit_Cap> for every faction in re-scored's version of factions.xml
It doesn't need updating as it works perfectly fine
Another update won't come until FotR has another release cycle
Perhaps you have something else interfering
Just keep existing ones up to date
I dont really get why the pop cap is so low in the first place, like warhammer. Battles are supposed to be massive, i dont care about 10fps or crashes
So when you try to launch them together, the file/s will just get overwritten
So these submods are not compatible with each other and won't work all together

that is what I got set up currently as of my last change 1 day ago as I wiped a chunk of my not updated mods out
If you want to make sure the popcap is being changed can add this submod at the start of the launch options
STEAMMOD=300 pop submod STEAMMOD=Submod B etc... STEAMMOD=FotR (1976399102)
But can add add more than one code | STEAMMOD=Submod A STEAMMOD=Submod B etc... STEAMMOD=FotR (1976399102 will always be FotR so that needs to go last)
As for compatibility, you really need to check if they change factions.xml. I can't tell you if X is compatible with Y
