The removed ethics are not coming back.
About the Elitism and Pluralism. In my opinion this is better served using civics to define if your are an elitist or pluralist empire. Removing them also has the positive effects of increasing performance in the end game. Yes extra ethics and extra factions have a bad effect on performance. These 2 ethics also made it hard to get correct personalities assigned to empires and made some personalities a lot more common then they should have been.
This where my reasons, I know not everyone agrees to this. But honestly, after a few games I'm not missing them and I like the better performance. If you feel that some 'flavour' is gone. Let me know what flavour, what RP empire did you make that you can't now? Maybe we can add some extra civics to get that flavour back.

Adding a third mod that updates the same UI file might break it again.
Now you can select the new planet types, but it looks kinda weird.
And more important. This update also includes 2 new pirate governments when you combine barbaric despoilers with Anglers.
bruuuhhhh guess I gotta play the bug branch mod now and hope they don't remove it too.
