Have you considered halving early resource income instead?

R.E.D what do you think about the warfare system/logistics of the game and could it be improved?
A mod called Agricultural Revolution (AgRev) had this feature and it was awesome, but with the recent updates the mod crashes:
the feature was to reduce HP of units when they are outside of home territory.
This could be balanced with the supply convoys ingame and make a nice use for those.
