Report a translation problem
With Civ 7 being arguably a flop for now and Civ 6 modding remaining utterly flawed due to the asset limit, I too am looking back into playing Civ 5 somewhat sooner rather than later. Only recently as such I came across Uncivilized and I am smitten.
I'm very much a Marathon player and apart from complete overhauls that also bring them, I considered mods that add tech as the best (and it is a shame that there basically 'there can only be one').
As aware as I am that complete Gaia/Sapiens compatibility is impossible, I do hope for as much as plausible. Luckily, or so I believe, a lot of 'modules' shouldn't conflct like the Terrain and Resource Mods (Collection from Gaia). Regardless, I wish you all the best~

It may not be as complete as the mod your using, but should be compatible (I have tried it yet).
The next build of Uncivilized!, which is still a little ways off, will have some civ 4 diplo features included. Once I get to that stage, I will have a better idea of what the issue may be. You might try the cache clearing method described below, but I suspect that is not the issue here.
Loaded mods: This, tectonic map script, no capture for uncivilized,civ 4 diplo features, custom dll mod pack.
Delete contents of Documents\My Games\Sid Meier's Civilization 5\cache
Then have Steam verify the integrity of the Game Cache:
1. Open Steam
2. Click Library
3. Right-click on Sid Meier's Civilization V
4. Click Properties
5. Click the "Local Files" tab
6. Click "Verify Integrity of Game Cache"

The Custom DLL core mod for Uncivilized! has some of the functionality of Gaia's core as it's based on the same DLL file created by Whoward, though perhaps not the same file version. Additionally, the next version of Uncivilized! will be a major update fully integrated with the core mod linked to above and will include greater functionality as the core mod will be expanded prior to inclusion. Also, if that hasn't or didn't work and you have other mods running, load Uncivilized! without any other mods, then try adding them back. In working on an update, I just had a similar problem last night and clearing the cache took care of it.
On Windows:
Remove contents of C:\Documents and Settings\YOUR_COMPUTER_NAME\Application Data\My Games\Sid Meier's Civilization 4\cache
Then have Steam verify the integrity of the Game Cache:
