some of the permits overlap its not too bad of a fix just gotta move antigrain to 7,6 assasin to 4,9
and high yield to 1,9

I think the assemblies must be referencing it? I can't see any issue in the xml
Though -- instead of patching in the assassin defs you could put them directly in the RoyalPermits file with MayRequire="Bucko.RoyalArsenal"

I just pushed an update for this item which should fix that particular error. It shouldn't have caused any actual issues in your game either. It was just a patch operation failing to move the UI elements around on the permit screen.

It adds a whole bunch of permits, but it has nothing quite like calling in a laser or the high yield! Plus the other permits are nice too. (Issue is, they end up overlapping together with the other mod.)
Do you have other mods that add or modify permits or just this mod? If you just have this mod, then maybe an update to the base game rearranged the permits and I need to fix them.
If you do have other mods that change permits, you could try to go into dev mode and see if the permit screen has any kind of edit feature like the research screen does.

This will work without the royal arsenal core mod. Only difference is that the assassin squad permit will not show up in your game.
'Ali's More Permit Points' may be what you are looking for. It should be compatible with this mod, but I haven't personally tested them together.
It should be safe to add mid game. It should also be compatible with that other mod since it doesn't add any new permits.
Mods that do add new permits may be incompatible simply because the ui elements could overlap in the permit select menu.
