I am afraid I don't know how to make an emblem be available for multiple uses.
The game allows you to use each emblem two times - once for land forces, and once for naval forces.

I didn`t realise the different colours until I saw this mod....very interesting
Is it possible to make you chosse lets say an eagle for every legion? By now I can choose one / sometimes two
