But what the values ought to be is a difficult question. The vanilla monuments appear to have arbitrary and kinda nonsensical values, as shown in the below table.

In @ robs074 's Small Monuments (Workshop Item 2723573163) mod, we find monuments that have values which are at least internally consistent, but said values are still much higher than what you propose.
The values do need to be changed, but I don't know how to proceed. I need to think about it.
Most likely, I'll do some math on @ robs074 's values and go from there.
You'd think that the developers would mention that skins work for both vehicles and buildings in the tutorials. Such as it is, the tutorials don't even explain how anything works; they kinda just tell you to do stuff blindly.
I feel that us having to instruct people on how to change building skins within the mod description text... speaks pretty loudly about how poor the in-game tutorials are. :/
Author please add that to the description
In any case, thank you! Steam has been weird about keeping this mod under wraps, for whatever reason.
You can find a list of all the Workers & Resources: Soviet Republic mods you've subscribed to within your Steam installation directory (by default, "C:\Program Files\Steam\steamapps\workshop\content\784150"). The poster building's mod ID is 2630876199, and the mod IDs for the posters themselves are as follows:
2631778872: Set A, Large Posters 1
2631804793: Set B, Large Posters 2
2631805712: Set C, Medium Posters 1
2631807199: Set D, Medium Posters 2
2631807333: Set E, Small Posters 1
2632882671: Set F, Small Posters 2
I recommend creating your poster in an image editor like Photoshop, and keeping a copy of the poster in the editor's native format (such as PSD for Photoshop). The large posters have a width to height ratio of 2:3, the medium posters have a ratio of 3:2, and the small posters have a ratio of 13:10.
When you're ready, export the image as a DDS file with DXT1 compression, and including mipmaps; then copy the exported file to one of the poster set directories, overwriting the existing poster.
If you don't use Photoshop, the GIMP is a free program that has native support for DDS files.
I hope that helps! It's not a simple process, exactly; feel free to ask further questions, if necessary.
Make sure that you are subscribed to all poster sets. Due to limitations of Steam, the billboard building is in one mod (listed on this page), and the posters themselves are in separate mods.
My apologies for not responding sooner. I've been away.
The billboard structure is found in the "2630876199" folder, and the poster images are in the other folders. Have you tried to unsubscribe from item "2630876199", restarting Steam, and then subscribe again? Sometimes Steam fails to download all mods.
My apologies for not responding sooner; Steam did not show the notification for your message.
