Honestly not exactly sure what you're trying to say here. I do know that Cain's Eye definitely doesn't give you a random map item for 1 millisecond. It calls the ApplyMapEffect(), ApplyCompassEffect(), and ApplyBlueMapEffect() functions. I'm pretty sure these functions have the same functionality as Book of Secrets, so I'm not sure changing these effects would fix any bugs you're experiencing.
Honestly, the bug sounds like an issue with Tainted Treasures more than anything. I don't know much about that mod's functionality, nor do I exactly understand the bug you're describing. If you have any more information that points to this being a problem with Cain's Eye, I'd be happy to look into it more.

Card Sleeve seems odd, I think adding a higher chance of Loot Cards being Holographic on top of the current effect gives players a reason to hold it.
Bloody Penny is snowbally, that passive is better than a lot of full base game items like Deck of Cards (which takes your active slot).
Counterfeit Penny seems overtuned and 90% max stack is crazy, unlimited money but tedious. Maybe have Poker Chip add your luck stat to the % it doubles instead of deletes, even 5 luck is only 55/45. Counterfeit Penny is tons of free money with stacking, Poker Chip is a "fair" gamble that can't gain better odds at all if I understand it, seems both are opposite outliers.
Guppy's Hairball passive isn't a Guppy item?
I understand why Penny is a card, but please make it rarer, it feels bad to see it often (this is assuming I'm not misinterpreting item weight making Penny occur more often than most cards).

Honestly, that sounds more like an EID issue than a Loot Deck issue. Loot Cards are type "special" in the pocketitems.xml, which is the appropriate type for a card that is neither tarot nor suit-based. Chaos Card and Card Against Humanity are also type "special." I'm not sure how EID reads pocket items, but I can't imagine how Loot Cards would be seen as different from any other "special" cards.
We may adjust Bloody Penny someday, but in our testing we never found it to be too out of hand. Also, Blank Rune's effect activates for each player in the game, and T. Forgotten counts as two!

That being said, I was just playing as Tainted Jacob and, upon using, Dice Shard, straight up lost my Anima Sola so, uh, that seems like a glitch you might wanna fix

I haven't been able to recreate this problem in testing, and I'm not sure why it would happen anyway. Do you have any other mods installed, specifically ones that would affect Forget-Me-Now?
The charge thing is fixable, and we'll probably add that in the next patch. But we're gonna keep Stars as adding the item directly, since getting a free item is pretty strong, so having a chance at getting stuck with a crappy one is pretty much the best way to keep it balanced imo.
@SKM There are not, since these are Loot cards not Tarot cards. However, the Player Card item and holographic versions of cards double the effects of Loot cards!
Not exactly intentional. In terms of bugs, it's more like...the lesser of two evils? We might try to figure out a fix, but it probably won't be anytime soon.
Dice Shard pretty much uses the Glowing Hourglass effect, with some extra code to keep you from going back a room. The Twisted Pair positions mess up with regular Glowing Hourglass too, so it looks like this a bug with the game as a whole.

@Badsy the Edgecat I'll look into it, but we use the built in map-revealing effects so that seems like it'd be a MiniMAPI issue. I'll get back to you on that.
