Just for clarity, do cities not add at to your domain limit until they are upgraded to level 3 or do they count and simply double at level 3?

Mode doesn't work for EK2 at all...after a while of controling the city game will give me game over screen.
Thanks for letting me know. I think I fixed it; I don't have Legacy of Persia so I'm not sure what features I'm missing, but I can at least access the clan unity menu
I don't normally play with Res Publica, so I'm unaware if this change has made any deeper impacts, so please let me know if there are any issues.
If you are still having the issue, please double check what other mods you are running and if there's any conflicts

I have made an alternate version that removes the -1 demesne policy, dubbed The Kings' Cities

In the end my number of demesne is still far better than AI.
Good catch, I didn't realize the Royal Court updates was through 00_government_types. I've updated the mod with this fix
