As for functional stats, I know various civil skills will break above certain values, so generally I'd recommend sticking to at absolute most 9 civil skill, double digits will likely break at least some.
With combat abilities though, as far as I'm aware they shouldn't be able to break (barring overwhelming the game engine with too big a number) as all they do is a) apply a multiplier to certain values, i.e warfare increasing physical damage, and b) unlock abilities at certain thresholds.
Civil skills seem to be more delicate, combat doesn't have as much that can break, so I believe it should be fine - feel free to inform me if you test it and something does break though.
