Removed leader-related faction demands since there are now vanilla versions

Also, free pops can now auto-resettle away from planets where they're especially unhappy for ethics reasons even if they're employed.

Specifically both overwrite can_orbital_bombard rule in very different ways.
Also added several new demands; Xenoists want you to keep your vassals Loyal and to maintain aid agencies, Totalitarians want you to maintain the right to integrate your vassals whether or not you actually use it, and Manifesti want your ruler to have the Delicious trait.
Unfortunately, due to changes to how pops are assigned to jobs, there are no longer ethic-job interactions.
I've added several new demands and some opinion modifiers.
One suggestion: change Xenoist to want good treatment for xenos (social welfare for slaves, full citizenship for free pops) and demand that some xenos be full citizens, rather than demanding that all xenos be free.
This would allow a type of empire not currently supported (Auth + Phile) which is a legal combo but a bit mechanically incoherent in vanilla.
Also, perhaps have Xeno ruler pops favor Egalitarianism if they see their own kind being mistreated elsewhere.
