@cking03 that event can happen between about 1065 and 1133 if you have more than 100 territories, including Rome, with Latin culture and a non-Christian religion. [If your ruler and/or country are already Christian, you won't get the event.]
My question is, how can I get rid of the super-barbarian strongholds in germania, dacia, and scandia? They keep pooping out doomstacks of like thirty to fifty thousand barbarians every couple weeks and have not stopped at any point for... I don't even know how long anymore, at least a decade, probably two or three decades.
It's gotten to the point where I've surrounded them all with their own walls made of level three forts and several legions of 25,000 men and it's still just barely enough to keep them at bay.
