@Ɨnquisitor.7 Yeah I cant find it either, it must be hardcoded into the engine. Though without AE it would be overpowered.
Still, you could try adding...

Trying to remove AE from this mod, cant find ant reference to AE on notepad. can it be removed?

Another one that should be in the base game, so sad they abandoned this this game. This game just needed more care and actually take a look at what mods people like and just add expansion

@Paul after changing computers, I have no idea how to update the mod. But if you are still interested in removing the need for civilization just do this...
go to C:\Program Files (x86)\Steam\steamapps\workshop\content\859580\2742680752\common\unit_abilities\raze
change "civilization_value" to equal to 0, it is under the "allow" section

Raze+military colony spam. The best combo. But also could you remove the need for civilization to kill those pops

The only easy way I can see that being added, is if I add a line that prevents primary cultural pops from dying.
But I know nothing about coding, I only got this to work through trail and error.

Could it be possible to add an option to decide which pop in an area you want 'off'ed?" For example, as Rome, I want to 'off' some minorities and not the Romans in a territory :D
