I'd suggest either just making it a shorter time period of a ruined holding getting repaired, the option to rebuild it instantly, and/or an option to send migrants to the ruined holding so it'll slowly convert to the migrant's culture, religion and throughout that gets rebuilt

@owenza777 Only neighbors of the affected county, not the entire world.
So is it just the neighbors of the affected county, or absolutely everyone that gets a casus belli on me? Because I'm not going to be using this if it unites the entire world in a war against me.
Also, can you reduce the stress modifiers for not burning down holdings? Maybe add third option to just "pillage" holding which removes all buildings and half the development of the county?
I'm expecting a compatch soon......
