Report a translation problem
It happens usually when I stand on the cliff around the map's middle or go under the train tunnel. My settings on this map are as following:

I'm more prone to believe the creator did something funny to the lights, I can walk around even with basic settings and my screen turns from super bright to super contrasty at random, especially around the small river area and by the fire barrels.

And don't just say "Editor" It shouldn't be our job to fix something your addon is automatically breaking. The game is unplayable with this installed and it seriously needs a fix.
Yes, spawning the editor does fix it. However we should not have to. I just spent around an hour sifting through all of my addons finding out what was breaking my game until I found it was this.
There were no error codes for me to find anything; it was "working as intended" as far as Gmod was concerned.
Please, fix it if you can. Properly setup maps have this issue too btw.

Stuff being "super dark" and "super bloomy" just means the map has some whack lighting and the addon has a stroke trying to auto-generate settings for it. Just plop down the editor and tweak the settings to your liking and then use the save map command, instructions of which are in the screenshots above.
