You put a lot of thought into game balance here, I'm genuinely impressed.

There are enough scrolls for lock picking inserted, such that a rune provides no noteworthy benefit. Much like a lock pick itself, a scroll is gone after use; so a scroll makes conceptually more sense. Nevertheless, a lock picking rune can be manually inserted with *ItRu_FMKPickLock*.
