Report a translation problem
Long story short, full re-install, slowly rebuilding my modlist, finally found the source of my issues.
None other than a new addition to my old modlist which I won't really miss anyway (and half-started the purge to begin with.)
Even tried launching as minimally as possible without errors/warnings (Core and Ultratechnology) after another full wipe and install, and it's still doing the single settlement generation issue, as provable with setting the worldgen option "Population" to "Crowded".
Ultimately no skin off my back to let this mod go and move on.
generating a new world with this mod prevents more than one settlement for each faction from spawning.

I am having issues with with this mod

my mods are Harmony, Hugslib and this mod
That sounds like a pretty big ambition, especially since the ones I mentioned are large mods that have been worked on for several years by several people. Just saying... You're working on this solo, right?
Also, have you considered having a bit of research support for either of the above mentioned mods? By that I mean, depending on whether the player has either of those mods installed and whether certain projects belonging to those have been researched or certain things built, it may change how your mod behaves slightly (such as unlocking certain things or completing certain projects faster)?
