Fast way to see how it works is to do AI vs AI

type "observe" (no quotes) hit enter

then adjust speed to maximum
and your country is controlled by AI and it speeds through the game (you may have to click through some decisions but you get the idea

Run it AI vs AI,
AI used it but was VERY infrequent,
Also AI frequently does not follow up, so if they DO start something, they often forget about it and the conflict expires
Translating the comments on the Chinese forum they comment on AI not doing it that often.
In my view its the prerequisites of cores and claims part of it makes it very restrictive
Anyway I offer that because it is more player action without AI frequent AI activitty in that regard, but maybe a bit TOO infrequent.
In NSB I have the opinion modifier to suit my tastes so the prewar is not boring ; ...ie Switzerland frequentlytries to take a chunk out of Germany; and in AI vs AI battles they frequently succeed.
Opinion can be modified using a text editor in the files up or down
MOAR NSB conflicts illustrates that as Canada and US take a piece out of each other in AI vs AI battles where in this one opinions of each other are high and that never happens.

FYI My other mod NSB MOAR Border Conflicts (link in description above) cannot have opinion +60 or higher, so that means even more map painting
Unless I'm wrong, the updates did not change the affected code
The repective modders simply did not change the version number since the update(which displays the error),
meaning this affects nothing and you should be able to use their mod(s) as usual
this on has no popup for "player only" as it is for both AI and player.
For Player ONLY there are a couple of mods listed further down in the comments
IE EB's of "Player Border Conflicts" mod without which this mod could not exist, see Sep 6 @ 12:55am comment

there might be something under keywords "annex" or "surrender" or "conference" to help find the mod you want
ie I found a "Conference" mod that could be along the lines of what you want:

this mod make ai want to puppet countries instead of annex them unless he have core/claim on state. majors and czechoslovakia (cause no matter what who say czechoslovakia was a major) can also take states in africa.

My other mod NSB MOAR Border Conflicts has opinion limits raised from +10 or below to +60 or below to allow a border conflict, meaning AI Canada can attack US if it so chooses (and frequently does). Canada has one of the highest opinion rating of a neighbor at the start of the game where other nations tend to be at opinion +25 or below with -10 quite common.
That mod also allows player to do the same, although you can limit yourself --just do not run a border conflict if your people have +10 or higher on that nation for example.
But it would also be very cool if u could put in an Option to deactivate this opinions for the AI

Adjusted world tension effects so the large numbers of AI players in NSB Border Conflicts do not accelerate world tensions as much: i.e should stay below 10% to-40% before 1940.
Set NSB Border Conflict so it world less affect world tension, as that type of conflict is not soley a military grab but one of "negotiations" (bribes, assurances, calming stories in the press etc) so the world is not concerned, demands no action and thinks the land transfer is benignly mutally agreed upon.

That might be what M4 SHERMAN BEST TANK is working on, the mod would kick in after a certain amount of time has passed (but personally I wanted feuds happening right away, 1936 to 1939 can be quite boring for some nations...).
However, as a work around, you can simply add the mod to your game in the year you want.
Another thing, if +10 opinion or lower is a bit to chaotic for your tastes, you can change it as per description to -11 or some other number which means no attacks can be done that way unless opinion are -10 or below. NSBxxx.txt changes it for AI, NSBPxxx.txt changes it for Player.
I choose +10 because it seemed to rope in most of South America, and exclude countries with higher relations such as Canada grabbing land from the US (they start with +55 opinion of US).
Anything labeled NSB is for the AI and NSBP is for Player. This is so I can easier separate what the ai does /pays over what the player does /pays.
The player will not see the AI stuff and the AI will not "see" the player stuff
So if you took only the NSBxxx.txt files and used them, NOTHING will show up for the player, so type ~
then
type observe
and check the descision menu for the AI controlled country
1. NSB Border Conflicts
2. your mod
The problem with merging a mod such as this, there seems to be a lot of difficulty in getting things to work once you made a change. I do not know what it is but the border conflict mechanism seems hard to do stuff to/with and have it working or even showing up, which is why I suspect the other Border Conflict authors have not updated their mods yet.
If you attempt merging, you have to first get the mod into your mod "as is" (adding the mod files to folders inside your mod by themseves just to see if they appea in the game) before making any changes of actual merging, then do it line by line, running the game after each small change to see if anything breaks.
Have not tried it, you could run a test game player to player to insure that, for example, you can attack a human player as well as an AI one..
Adjusted prerequisites; AI or player CANNOT start a border conflict incident if opinion of that nation is about +10 or higher.
--Some readjusting to AI (tone them down a bit)
--added relationship modifiers for starting, winning, and losing a conflict.

Yes , unless that AI it has a non-aggression pact with its neighbor.
There are a couple of other recently released compatible border conflict mods in the workshop that do just that, having more restrictive conditions for taking land.
I have tried them running Observer and looking in on them now and then as they ran and for my personal tastes I have found the AI too houseplanty, largely staying within its own pot on the shelf. (IE South America too boring), but if you want a more "historically" expectant game here they are:
