Not possible. This is as skinny as they can be. The legs have to be modeled over the scouts default pants.

i think a better shorts cosmetic for scout wouldn't actually show his legs, rather just cut off where the socks start so that you know it's a pair of shorts, just have a void inside or something

Its probably best to just keep shorts and the socks + boots combo with those technical limitations in mind. Disregarding the thicker than oatmeal thighs, this is great. We don't see many shoe cosmetics in the game and this would be an excellent addition.

8/10 If we can keep the scout's normal leg shape.

I mean, running in the middle of a battlefield, really fast without breaking a sweat and still being able to perform double jumps to evade bullets and incoming projectiles for 4 years straight almost every single day would probably make his legs look like that anyways

Honestly, considering Scouts' backstory (him being the youngest of eight brothers in Boston training to run at a young age to outrun his brothers, and SUCCEEDING no-less), I think him having buffed legs fits with his character. He's THE mobile class of the game after all, so this works perfectly even if it was done just to dance around the issue with the Scout models' limitations.

the legs unfortunately can't be any thinner. the way item making for tf2 works is that all items have to be made over the character models unless there's a bodygroup in place to remove the section you're working on. this is why sniper often ends up wearing sunglasses over his default sunglasses. when it comes to shorts for scout, this is the best we'll get

It would be interesting if they were two separate items (one being just the shorts, the other being the legs, socks and boots), although... you wouldn't be able to use the other 2 items from the set.
