As such, there is no definitive answer we can give you. The only thing we can do, is provide the current XcomEngine.INI the AML O+E uses to specify the package load order, which on it's own would not be helpful without editing 'every other mod it interacts with', due to the nature of potentially knocking out the LW_TUPLE or XMODBASE.
Unless people are willing to learn to modify the mods INI files, or, download one of the many expertly crafted pack sets that pre-configure the game to work with various modules, there is little that can be done, until either the Highlander, AML or O+E teams can complete the ouroborous job of persistently catching up to every mod and every update for every mod.
The result of trying to load both is either an infinite load screen or the game just crashes. I'm not sure why or how that happens since those two mods should have zero overlap other than both being related to soldier classes.
I think I might have narrowed the issue to the file: "XComGearsPerkPack"
But I don't know how to open it to see for myself. I'll keep looking around and see if I can figure something out however... given that it's been nearly 2-3 years since either of those mods were updated, a fix from an amateur like me is very unlikely.
I mean, I'll try, but I can't guarantee anything because if it was easy someone smarter than me would've done it by now. :(

Also, terrified doesn't work as advertised. It's supposed to disorient enemies when you kill something, but when i used it it caused enemies to panic on critical hits. It seemed to work the same way as fearsome from extended perk pack.
Those are the ones I noticed in game. Most of the other skills work fine.
You can disable a class by editing the class mod's xcomclassdata.ini. At the top of the file there is a line for each class the mod provides. Put a ; in front of the line and the class won't appear.
While I have your attention: Please stop spaming your thank you notes, it is beyond annoying for people who are subscribed to many mod comments and get get a notice for each one.

What are the perks in this pack, and what do they do? Could we have a list, or a spreadsheet of them?
What big mods are these perks compatible with? (RPGO, LW2, LWOTC, CI, etc.)
