Unfortunately I can't get the Hawker to attack any enemy unit. It simply doesn't do anything.

Bonuses (both of UA) don't seem to work

I was not receiving a culture bonus while constructing Hanging Gardens, not sure about the other ones

I seriously suggest you change the bonuses these units/buildings provide. They are almost completely worthless (mostly the dam). It comes too late for its bonuses to be genuinely useful.
