Actually, the reason entrepeneur was so busted was because the bonus to tax rate was multiplicative with the increase to building income, so this is still worse than the original.
Still it is good and way better nerf than what CA did.

nope, tax rate is gone, but this mod is modifying building income faction wide, which as far as I can tell has the same effect as modifying tax rate. I believe this should be effectively the same as WH2 in practice.
