Mods don't randomly stop working.
You most likely have another mod overwriting it without realizing.
The loadorder sometimes shuffles when the game is reloaded, so the other mod probably ended up with higher priority, which "disabled" this one.

Smart to use the weld mark to mask the seams, but it looks very uniform, basically revealing that it's used to hide the seam, would it be possible to maybe make it a little more "random" or to make the bumpmap/displacement of it less noticeable?

This mod only edits the material and texture used by this specific model.
Any mod that also edit this one material and texture will conflict.
I can not make a mod that edits this models texture without actually doing so.
Now it's up to you if you want this mod, or the entire other mod. Unless you edit the mod load order, that is.

clean propane tanK looks..pretty cozy and satisfying

There's a small problem with making it dirty. The original UVmap is going outside of the texture bounds, so it reuses parts from the right and the left side of the middle bit. If I made it dirty, the seams will become very obvious. So I'd have to make a new propane tank with a new uvmap for that. Which I did have in mind.
