Thanks, there isn't any "No Prescripted Empire" mods working right now. PDX keeps adding in new Prescripted Empires with Vanilla and DLCs, they also changed some of the file structure of them a little, since, last you messed with mod.

I do not know if you play game anymore or not.

This needs to be updated. PDX added 2 new Prescripted Countries in the new First Contact DLC.

it does, I have a playthrough in which all of my custom empires spawned, and only after them all spawning did (non-prescripted country list) generated vanilla ones start popping up.
