That's a known vanilla bug.

When sailing into a sea corpse that gives the option to fight for more gold choosing the option to fight exits out of the selection without entering the fight. I assume it's not spawning the faction to fight but I don't know why?

Yes, there is no naval battle, mainly event fighting

Dude awesome you should combine this with pirate encampants. Some dude with empire made encampment like ogres plus the ship building. Just food for thought thanks for the mod.
