There is turns where there is no lord to recruit at all. Which is absolutely fantastic if you have to create an emergency army.
You can test it with a new campaign and only enable mods who can conflicts. If the recruitment pool play funky then yes it conflicts.
Note: The first turn you will see three heroes in the recruitment pool, the second turn 0 heroes because the game will try to refresh all of them at the same time.
The third turn it will return at the normal, one hero will go in the pool. Then two at the fourth...

It now work with Radious. Radious name their files in a way incompatible with other mods without using naming schemes to trick the launch order.
I also added one hero in the recruitement pool.
The symptom of the agents' pictures getting weird is also a system problem.
I also had this symptom when playing the vanilla.
Perhaps, as the turn continues, a lot of information accumulates, and something is twisted with severe turn lag.
