Totally possible to do.
Alligator's Device Energy Management already reduces consumption per sailor by half when Real Air Consumption Sailor is turned on.
But that would need to be a separate mod, one I'm not even sure I would make.
Everything is layed out for anyone to do it. Just follow the example set by Device Energy Management and tweak the values until you have the range you want. Or you could also directly tweak the oxygen per sailor with a data sheets mod. It's in General/Settings/Resources/Oxygen Consumption Per Character.
Tweaks to that shouldn't require a new game.
Type VII boats could potentially stay down for up to 12-14 hours before having to catch a breath.
Would this be something better done as a separate mod? Or is this even possible at all with how the game is coded?
Sorry, it was the best I could come up with. Programmer, not great at naming.
For each purchased Officer upgrade max crew is increased by 2. So 1 officer upgrade takes you to 20, 2 officer upgrades to 22.
This also applies to any mods that increase maximum officer count.
It's just max count minus the starting 5.
The idea was to make sure there is always enough crew to assign 2 crew to each officer.

In your example, crew should go from 18 to 20. 5/6 is the officer count, which this mod has no effect on.
I am trying to use it for an existing save game. should that work or not?
I have done it in this order:
loaded a savegame
went to the harbor and purchased the first office number upgrade
went to the crew guy where I can manage my crew and it still says 5/6.
what could I do?
Check AppData\LocalLow\Deep Water Studio\UBOAT\output_log.txt
If that has the following 2 lines the mod is running, if it doesn't it's not:
[OfficerCrew] Loading, version: 1.0.0
[OfficerCrew] Patches applied!
If those lines are there and the mod still isn't working please let me know so I can try to work the problem.
If those lines are missing delete the Cache, Data Sheets, and temp folder that are in same directory as the output log file. If that doesn't work verify the game cache on Steam.
I'll look into fixing that.
