Report a translation problem
So maybe, but no promises.
It turned out, envmaps aren't broken (for most parts) but envmaptint and some scaling values in proxies were incorrect (especially thanks to latest gmod updates) - i fixed that. Although in couple of equipment pieces previously set envmap did work poorly so i changed it to another one.

And the problem was in the vmt files the envmap was broken for some reason, so i just put the // infront of it of every vmt files for it gets ignored and it worked.
And i'm curious: where exactly was the root of the problem?
@scorb, as a last resort i can advise only to add "mat_specular 0" to autoexec.cfg located in "steamapps\common\GarrysMod\garrysmod\cfg" folder, so the command will be executed each time you load a map automatically.
This should "turn off" any incorrect map specular highlight (the actual reason ot the issue).
Or as a last resort: deactivate all addons besides this one and see if it works. Maybe some of your addons are interfering (which shouldn't be the case untill you've installed another combine replacement mod).

However, i turned off all textures pfong -- this kills all directional reflections and should turn off occational glowing as well. I hope, that'll make you happy.
