@RustyDios: thank you for all your help. I really love this mod and I consider it essential. I still hold out hope so if you find a solution in the future please give update in the comment.
P/S: maybe if you can refer to the original mod by zFail. He was able to make the tooptip (without headshot) to show in the right position. I dont know anything about the coding but the config file of his mod doesnt have anything related to the tooptip so I cant figure it out.
You *might* be able to get it to appear higher based on the fTooltipMaxHeight setting, but that is normally the max size of the box, and tooltips auto-shrink to fit the actual used space ~ it doesn't normally control the offset because that can't be easily manipulated

As you can see in the screenshot, I was able to get the tooptip to the correct ancor position (setting 7 btw) but I want the entire tooltip (black rectangle) to show above soldier icon not overlap it, kind of like in your screenshot. I cant find any setting related to the tooptip that can accomplish it. Could you please help point it out?

The hover tooltip always appear below the potrait unlike in your screenshot which is above the potrait. Could you please tell me the exact setting to change in the ini file so I can make mine look exactly like yours?
You can find the mod folder quickly by right-clicking the mod in AML and selecting 'go to folder'
That is already an option in the configs "bAlwaysAllowSelection"
What is ACTUALLY on your drive is handled by Steam, and it's auto-updater sucks recently.
When it doubt always perform a manual unsub/resub first, this ensures you actually have the latest files. ((also Steam doesn't do updates if 'the game' is running, for XCOM2 this includes having AML open as it thinks it is also the game ... :)
Please unsub and resub to force steam into updating the mod.
This mod does not *create* headshots of its own, and having the headshots was an afterthought, not the main design. It only uses what has already been made, so it can't trip over the same rakes/bugs that plague QSI.
This mod is also not QSI Redux ... I understand the the two mods seem similar on the surface, but they are really nothing alike in code/main functionality.
I'm investigating adding MCM to several config values, but this mod ties itself into a lot of "hot running/updating" code ... I'm not sure wedging MCM into it would help with that.
I want the portrait of my soldiers instead of the class icons, Like Quick solider info.
Also, please add the mods folder number so that it's easier to find and modify the config.

can you give selection box on mouse hover this color '546F6F' as config option?
can the vanilla selection box (for selected unit in base game) also have config colors (i would request '53b45e' as option)?

I'll consider adding some stuff to the tooltip.
The config notes for using headsshots as main do mention the boarder might be hard to see/distinguish and that you may want to adjust the icon/headshot sizes to get a decent colour-state-border
Headshots as main image wasn't really the design intention of this mod though. It was more done as an "afterthought"... and having more information displayed, this mod then becomes a clone/copy of QSI instead of SSI, which is also past the mod intention.
The issue with having more information.. is more info == more checks == slower performance == increased lag ... ...
I'm playing now with your mod and am always looking on soldiers themselves rather than on icons to get information even about the remaining AP, because the frames of the portraits (I use portraits not icons) are too narrow for me to be well readable.
Thanks again for the mod! I write it only because I wish this mod to be even better than it is.
.. or something similar.. in short the 'next' LWotC update should fix/reduce the behaviour
THIS mod without LWotC seems to be working fine with CBAC for me .. :)
