Great question about Eli Boone, no reference. The last name has the word Bone in it with purpose, but overall he's just a stereotypical Southern Gentleman type

Other TF2 maps are designed to be less colourful and grey-es looking compared to characters that are more colourful to make sure that they pop out more.
Having Extinction as colourful as it is, it makes characters less visible for example for people with colour blindness.
If you would take out all of the colours to get a grey looking image in other maps, you would see the TF2 characters more clearly than the maps itself.
In Extinction it would be less of it.
