All for balance but don't think anyone should have a stronger melee unit than Rome (except maybe Sparta).
Warning: I haven't played R2 for years, can't check full functionality in campaign.

If you have other mods up, I'd try disabling a few of them first. The latest changes I made on this mod didn't have anything to do with that reform, and I cannot promise I will be able to check if it's working or somehow not.
I'll just quote from my comment on July: "The Rhodian Heavy Slingers represent a late choice to equip some regular slingers with thureos shields in order to acquire a quicker superiority during the skirmishing phase to clear the way for the phalanx or the heavy infantry anyway. They lose some mobility and rate of fire but they will make it up in resilience. Recruitable in Light IV and both military docks level IV on trihemiolias."
Enjoy before Gaben makes them disappear again.
Other than them, I just don't think IIIrd century greeks liked axes.
Also improved a bit the variant for the hellenic legionaries.
