If I were to guess, the most likely culprit is that they accidentaly removed the Tags that add experience to your character in RadioData.xml (under the Radio Folder).
I do not know how they made Emergency Alerted and would not be able to update and fix it even if I figured out the issue.
1) Definitely not a conflict with other mods. The tests I did were only with Emergency Alerted and Broadcast Voicer activated.
2) The problem seems to be Emergency Alerted. As you proposed, I played a game only with Broadcast Voicer activated and on that occasion I was able to get experience from the TV. Definitely, when you activate Emergency Alerted, the error occurs that causes you to stop gaining experience from TV.
I don't actually know anything about the game code, but the error itself is easy to reproduce, ideally in a new sandbox game without zomboids.
I really love the idea of the mod, that's why I was interested in translating it and now, to fix this bug that definitely affects the gaming experience and forces me to disable it :(

If you Deactivate Broadcast Voicer it will deactivate all mods dependent on Broadcast Vocier.
Anyway, to be exact: I cannot rule out that it is a conflict with another mod (I play with +300 active mods), but without a doubt it is when activating this that the bug is generated.
There is no green arrow, no message on the screen, nor does it increase experience if you check it in the skills menu. No matter how close or how loud the TV is, you simply don't get the experience of Life & Living programs.
I have not tested with the VHS, nor with the other mods disabled.
I'll do more testing and come back with what I discover.

Do you get the stats (the green arrow over your head that says carpentry up)?
Also, I think that if there is static on the TV (like when it rains, and the text is cut off) the game does not give you the codes of the TV, and thus does not affect your moodlets and experience.

I've contacted the creator of survivor radio to request permission to release the compatible version.
I just released an update that should fix the issue.
The issue comes from radios in particular. It seems, for some unkown reason, when on device text is called it is not passing the coordinates of the radio playing the sound in multiplayer (it does so in singleplayer, and with the TVs in multiplayer ¯\_(ツ)_/¯). This is fundamental to finding the radio and knowing which device is playing the sound, it's volume, location, etc.
I will have to take a look into the java code, but I don't really want to have to edit the java, since it is risky, may break something, and every person that joins the server will have to install the classes (which is not so plug and play).
I can make a patch so it doesn't show the errors, but we will have to pray to the devs essentially for them to fix this issue.
I want to also clarify that not all programs are yet voiced, the mod is still work in progress.

In the video, you where listening to a program which currently isn't voiced (NNR Network), But I assume you tested with multiple programs, and it didn't work.

This framework was made based on survivor radio (with permission from one of their creators).
It seems that
sq:getObjects()
Is returning an empty table, which shouldn't happen, it should send the objects in the square, which should contain the device playing the audio (a radio, or tv, or car, etc).
(I might need to check for this so this error doesn't happen).
In theory, Survivor Radio should have this same issue in multiplayer

Are you placing radios or TVs as items instead of placing them on the world? (they should look smaller than usual, you can control with extreme precision their location and rotation).
