it should be last texture mod to load, but one of the 1st mods to load
you can use my nexus mods instead as they don't have load order
i would advice to Verify integrity of your files
as for this mod it use Hand-made conversions, not done with robot, but it does not change static water only moving one
Mesh updater is still good for steam mods, but vanilla/locally modded game no longer need it
another question, should i use the engine mesh updater with performance fix or is PF an improved version of EMU?
its hard to tell how find and replace text from emulated bat script will act
so i would say it might be safer with shader fix and water optimizer
