It is an AI related bug, that dude sometimes refuses to get into correct place and determined to get himself killed. We don't know why he is so firm like that.
The best solution is load an savedata before we pass through the fences, in order to restart the section of approaching the fountain.

why didint you have it be a honorable combine who loves protecting civs to earn food or beer or something like that even the rebels respect this combine while they wont alert them to them being rebels because combine no duh
they still respect them for not going mad and just only listening to the combines natural aggressions
Some things that kinda surprised me:
- Bottles on table blocking the door. I thought "huh, seems like some alarm system", but thought that small map wouldn't go that far. When I kicked it off, NPC actually reacted.
- Zombies made barricade partially collapse when I approached it, and my natural instinct was to put parts back where they belong. Like, I did it just as a natural response. not actually expecting a mod to recognize this action, but it did, sparing me the time I would've spend balancing physics objects on top of this pile. While it doesn't actually provide anything, I totally didn't expect that
And somehow goofiness of it all kinda played itself out nicely too.

稍微往前面一点读个档,再打一遍,应该可以避开这个bug
Even attemped to spawn some extra npcs to just body block him to go backwards but end up accidently crashing the game when accidently spawned a combine instead of a citizen xd
