Report a translation problem
Deactivated your mod and restarted from an earlier save, and the AI is properly defending their settlements again. So I can confirm it is this mod.
But overall it improves the behavior of the AI.
one question boss: how does your mod work with Alex Zhao's "less Enclave for AI"? I mean if you've already taken that into consideration, I'll be happy to reduce one mod from my mods list.

You might also feel it to see if the capital defend priority is too strong.
Personally I think defending capital is kind of useless which the priority should be put in the middle especially before the emperor stage.
it's really weird that AI wasting the army in the capital just for defend, while there are no enemies far away.
-Adjustment of value judgments
-Adjustment/correction of "task" value which made the AI too defensive on its neighboring territories to enemies, as a result it became passive.
Now everything is unlocked and the campaign map is very active, dynamic and aggressive
but I read the mod, it seems not any value related to this. not sure why this happens
-The AI will be much more fluid in its movements on the campaign map
-Before the AI positioned itself on the map at a possible distance if it could win it at least 50%, the value was increased by 60% which made its placements more strategic
-The AI is more active, more oppressive and puts much more pressure
-AI defends its threatened territories even better
-The AI will spend less time sieging infinitely without launching an attack
-The AI will not leave a colony even if it knows it is losing, it will defend it at all costs. (Reassure you, the AI is absolutely not suicidal on the other hand, it's just a trick that I managed to put in place with time and experience)
-Improved movement reading for AI
-And many other improvements in general
Looks like a bunch of changes to some AI files. Honestly looks like random changes, I have no idea how you would know what to change here in order to "better" the AI. These are just changes to the vanilla files as well, so theres no new AI code or "better thinking", its just different priority values for the AI.
For example:
The key "CAI_TMS_TASK_GENERATOR_ACTIVELY_DEFEND_CAPITAL" (in the group "tms_aggresive" had its priority changed from a value of 3 to 0.2 (3 is the vanilla value, 0.2 is this mods value)
What does that mean?
It would be great if Hecleas could explain the actual changes this mod makes and how that effects the AI.
Some examples would be very nice
now i have seen enemy try to run away from the city that impossible to defend and group toghether try to defend next town
But sometime i dont see them attack my city even they have clearly chance?
hmm ai now more smater in defend but their still rarely try to invade me
