About Question 1 : I actually had this issue like 1 year ago, but manage to fix the issue myself so i can tell you the exact instructions if you want to fix it yourself without actually asking permission from the additional guard sprite modder.
Heres the guide to fix it yourself
1. Find your prison architect mods folder at (Make sure to change your name)
C:\Users\(Your Pc Name)\AppData\Local\Introversion\Prison Architect\mods
2. You would see numbers on the file but Open the additional guard sprite mod where the number should be 1729812404
3. After that go to Data > Then open materials.txt
4. You should see in line 15 theres something call "Equipment baton" change it to "Equipment Gun" (Works with any weapon btw)
5. Reload your mods and should work now (You can also do the same for armed guards or dog handler in that material.txt btw)
About question 1 - I just reported the incompatibility in case someone has the same problem, although it would be nice if it were possible to fix it.
About question 2 - Thanks for the recommendation of the other mod. In fact, visiting the original author's page, we found that the mod is working as it should, i.e. you did a great job.
But in fact when I downloaded the mod, I expected the behavior to be similar to armed guards with free fire disabled, so they would only use the revolver when they felt in real danger, a pity that there is no such mod.
Question 1. I can fix the issue but it will require me to change the equipment in the additional guard sprites mod. Which im not sure if im allowed to reupload it since is not considered "outdated" to justify the means of updating it especially without owner permission.
Question 2. The Mod is originally meant to be like that even if free fire enables or not. You can check out this mod where it has the concept you suggested but is only for riot police. https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2377452952 ]
Also, all the guards use revolvers and not batons, even if free fire is disabled,
