Assigning people above the middle value (max) causes the cost of EVERY worker to go up
military level shows how good you can make your garrison, why you losing to level 2 attack is because you didin t set garrison squad to settlement, to do that, you have to create unit, then go to create squat tab, set "ref" point to said settlement, and fill up slots (click them and select unit) without going above max point/value shown at top right, you get more of those point when you upgrade settlement/get more military level for settlement
