However, I'm hoping to make wikis for a bunch of my mods in the coming months. This one would be low priority for a wiki since it's small, but it could happen.
Perks will reset to their default state (enabled/disabled) upon exiting and re-entering the game, but you can also set the default state in the config options.
Thanks for making this, sounds like it'll be good fun.
Aside from my own, I've not seen any other mods add support for this one.
It's not hard to implement in terms of complexity, but it's a tedious task for larger content mods with many pets and stuff, so I'm unsure if other devs would go for adding support to their mods because of that. Still, it wouldn't hurt to ask.
Perks could be triggered while the hook is deployed, but it would still be kinda pointless since you generally don't spend much time grappled to stuff.
I didn't do anything with mounts since the vast majority of them are statistically unique. If I remember correctly, the only mounts with duplicate stats are the Unicorn and Goat mounts, as well as the Zoologists' 3 horse mounts.

As I said before, making the ability its own storage is a little too strong IMO (These perks are intentionally not supposed to have much of an impact, to preserve vanilla balance) and simply pulling it off would probably require way more effort than it's worth (Frankly I wouldn't know where to start with overriding the ability).
Such a change would actually make Chester even more powerful in some respects, since giving it an exclusive inventory means that's another personal storage item, of which there are already 4 if I remember correctly.
If you really want perks for a certain mod's content, request those devs to add cross-mod.
I will note the calls are simple and the process isn't too involved, but it would definitely be a tedious one for larger mods with lots of content.
Also, I don't think perks are as necessary for some mods, as I find modded pets, light pets, and wings with extra abilities from time to time (Ex: Calamity adds extra stats to all wings)
Anything. Ur imagination it is, go wild with it!
Also, another thought on grappling hooks; maybe one could give them some extra functionality past grappling (Ex: hooks that damage enemies)? Could be neat, or maybe awkward if you miss and hit a block. Either way it's a little too out-of-scope for this mod so if I tried it that would be its own thing.
I'd say do hooks aswell.
