Furthermore, the two projectile supers do NOT apply much pressure at all unless you are in their face as they are getting up... which at best gives you a blockstring with minimal reward for the meter spent, or a combo if they try to evade wrong or derp out. At worst, it turns into pushblock heaven and LAUNCHES you across the stage for the crime of multihit projectile.
In short, revert shredder changes bare minimum, maybe make the super projectiles have block advantage attached, and in-general give him some more love.

he always takes 1x damage even if the damage modifier is lowered.
Although side note, I love that you're taking criticism properly, and I like that you already have a plan for Shin Goren. Been contemplating on pocket-picking him, but I'm turned off by him being weaker than Goren in a lot of things. Looking forward to the update
fireballs - these are ENTIRELY being changed. the purpose of shin goren having fireballs is not to zone like goren, but to apply pressure e.g. by following after them or beating out opposing projectiles. that will be a stronger point after the update if its not that feasible now
mobility- dash option that can travel in the air, dodge with shorter IASA than normal, trigger, height, downfall (naturally safer when free cancelled). i guess it might not be as much as goren's wild mobility but i feel is definitely adequate for shin. though i might give him a superjump
(also changing demon step too but i havent got its function figured out in my head yet)

i can see Goren being a rushdown character, but those sawblades are too good, which makes his zoning potential crazy. Shin Goren basically being an aggressive Shoto(Akuma) but with less maneverability and mobility options AND a worse fireball makes rushing down more dangerous.
With Goren, you got Two-Tussle, Height, Rush(if you have meter), Weave, Super Jump, normal jump, and Chase Dodge. You can easily maneuver in the air with these moves, making gap closing safer.

@SukunaTFO - what do you mean "auto hits" and "can't be blocked"? his only unblockable move is his 6 bar super, and that can be grab teched
