this is true, china deserves a lot more effort from paradox
First of all the cut off is 5 10 and -5, not 3 10 and -5 (it has a stickiness of 2)
secondly, Qing will basically never have legitimacy troubles so your second bonus is not that useful, and the legitimacy part of your proposed malus might as well not be there.
I like the concept of your 有教无类 proposal, however, since literacy (and thus education access) is tied to modernization (westernization) i am not sure that it fits thematically
Right now I'm mostly playing as Lanfang while keeping an eye on Qing to see if there is any behavior i'd like their IG traits to help manifest.
Changing the LO was obvious, because they are the most powerful Qing IG at game start, but had 3 traits that does absolutely nothing for/against Qing.(lol)
The next most powerful IG, the AF, already has a new set of traits given by paradox. So I don't need to worry about that.
So by all accounts the next IG i should be focusing on is the devout (Confucian Scholars/儒生). Though exactly how is still something i'm thinking about.
