The mod is amazing! However, I personally think it could be more balanced by doubling the cost with each use and implementing a limit of 30 uses, with the final 10 being significantly more expensive. I'm not criticizing the mod itself, but I feel that the tradition is currently too accessible, allowing players to spam the feature making strong planets early on.

I've played with it in zero-habitable galaxies, they tend to go up to 11 districts then stop
