Armors do not reduce the harpoon attribute dmg by a percentage, but by a fixed value, as you can see on their stats description.
Thus, a low % dmg multi-attack will result in a much reduced amount of dmg against a well armored opponent.

Beak beam is still strong against animals and naked humans like HN outlaw, as the total multiplier (60%*4) shows.
Nevertheless, there is a possibility to change it in the future if I care to do so.
Even now, surrounded by multiple beak things, and further more,attack slots 3x or larger can make it hellish.
That would be COOL!!
Crossbow wise, Project Kathun (Star Wars mod) does what you may exactly say rather than this mod, I think. I mean there're some laser beam pistols with crossbow and bolt system. It may help you much.
it might be easier to do a flame thrower with slow projectiles/with minimal range +multi-shot before reload.
i'm guessing explosions aren't possible(that would be awesome).
it really sucks, because i'm alot more confident with scripting than sculpting lol.
