The issue you guys experienced was due to the game not taking into account the location of the bottleneck for the order of breakthrough but the order in the list of bottlenecks.

I fixed the issue for already existing characters getting the Astro Barrier stacked multiple times.

Does not work for me. Neither vanilla nor modded laws. Is there a special load order?
